Maintaining constant liaison with thematerial liaison officerThe monitoring/reporting division maintainsconstant coordination and works closely with thequality control or planning and estimating divisionand the company deployment planning team onthe technical aspects of the project, progressreports, and master scheduling.Assignment to a TypicalPublic Works DepartmentSEABEEs receiving orders to a shore oroverseas shore activity other than a SEABEE staffor school command are normally assigned to thepublic works department (PWD) of the activity.EAs assigned to PWDs may fill several differenttypes of billets, depending on the organization ofthe department and the capabilities of theEAs assigned. Although most PWD jobs arefilled by civilians, military billets do exist toimplement rotation of Occupational Field 13personnel from sea to shore duty. Most of the EApublic works billets are in the engineering division,where the EA works hand in hand with civilservice personnel in performing drafting and/orsurveying tasks. Senior EAs with planning andestimating or inspecting experience may beassigned to the facilities management engineeringdivision to work as planners and estimators ormaintenance inspectors. Sometimes when there isa shortage of senior military personnel in thefacilities management engineering division, EAsand other Occupational Field 13 petty officersare trained for planning and estimating ormaintenance inspecting.A unique situation exists at most publicworks departments. Your military duties andresponsibilities will fall under military supervision,whereas your professional work will be directlysupervised by a civilian engineer. Adjusting to thissituation may be difficult at first, but as an alertEA, you will benefit from the vast experience ofthe professional civilian engineer. A good workingrelationship between you and your civilianco-worker is of the utmost importance. Once thisrelationship is established, duty at a public worksdepartment becomes interesting and rewarding.The basic organization for a public worksdepartment is shown in figure 16-2.ENGINEERING DIVISION.— The publicworks engineering division (fig. 16-2) is responsi-ble for all matters pertaining to engineering studiesand reports, including preliminary designs andestimates for special repair and improvementprojects; for engineering design, includingdevelopment of plans and specifications; and forthe maintenance of technical plan files andrecords.
