As anEA supervisor, you should become thoroughly familiarwith the Ops Officer’s Handbook.DEPLOYMENT COMPLETION REPORTThe Deployment Completion Report is the primarysource of historical information for battalionaccomplishments and lessons learned duringdeployment. It covers all battalion aspects for thedeployment including project work, training, safety,administration, supply and logistics, and so forth. Foreach aspect, the report provides lessons learned,statistical data, and brief narrative discussions of mattersthat maybe of significance to other NCF units deployingto the deployment site.Specific instruction for preparing a DeploymentCompletion Report is found in COMSECOND/THIRDNCBINST 3121.1 series.ENGINEERING DIVISIONThe engineering division is under the direction ofthe engineering officer, who is normally a CivilEngineer Corps officer in his first duty assignment. Theengineering officer and his staff are responsible forproviding all engineering services and designsnecessary for the successful conduct of the constructionprogram.ENGINEERING CHIEFAn EAC, when assigned to a construction battalion,normally has a wide range of duties and responsibilities.Most often he is the engineering chief. In this capacity,he works directly for the engineering officer and isresponsible for the coordination and supervision of theengineering division. However, because the EAC has awide diversity of experience and training as a Seabeechief petty officer, he is frequently assigned to otherpositions, such as MLO chief, training chief, qualitycontrol chief, and sometimes, officer in charge orassistant officer in charge of a Seabee detail. On someoccasions, the EAC might even be assigned to theposition of engineering officer. In cases such as these,the supervisory responsibilities inherent to the positionof engineering chief fall upon the shoulders of the EA1.Another responsibility often assigned to the EAC (andwhich could, therefore, fall upon you) is managing theradiation safety program within the battalion. For thisjob you need to become thoroughly knowledgeable withnot only the operation and safety requirements of thenuclear moisture-density meter but also with therequirements contained in NAVSUPINST 5101.11series and other pertinent regulations and instructionsdealing with the receipt, storage, handling, andtransportation of radioactive materials.DRAFTING AND REPRODUCTIONSECTIONOne of the sections under the engineering officer isthe drafting and reproduction section. As implied by thename of this section, the personnel assigned to itperform drafting and reproduction of engineeringdrawings. Most drawings and specifications arefurnished to the battalion; however, it is often requiredthat the NMCB site adapt structures, prepare plans ofexisting structures, design alterations of existingstructures, adapt standard plans for use of localnonstandard materials, design new structures, andperform other design work. All major work designed bythe NMCB must be approved by the command thatexercises operational control (COMSECONDNCB orCOMTHIRDNCB). In nearly every case, the NMCBprepares as-built drawings of all constructionsperformed by the battalion.Most of the functions listed in the precedingparagraph are performed by the EA personnel assignedto the drafting and reproduction section. They all assistin the preparation, revision, and reproduction ofdrawings and perform other functions assigned by theengineering officer.Drafting Room SupervisorGenerally, an EA1 or EAC is in charge of thedrafting and reproduction section. This is a job thatrequires a person of superior administrative andsupervisory abilities. At times your work load may bepiled up so high that you will never finish withoutworking overtime. At other times you may not haveenough work to go around. These extreme situationsmay be avoided by proper planning and workdistribution. A good method is to prepare a prioritizedlist of all major jobs to be done and another list of minorjobs. Naturally, you should try to channel most of yourmanpower toward accomplishing the major jobs first.Then, during slack times, give out the minor jobs, orfill-in jobs, for accomplishmentKit 80011 (or Kit 11) of the NMCB Table ofAllowance (TOA) contains the essential draftingequipment and tools needed by a construction battalion.14-3
